Overview
All changes must be submitted to Architectural Request using the request form on Modifications and Improvements page.
This is the standard for exterior lighting installations. Being that exterior lighting impacts the appearance of a home and can potentially be a nuisance for neighbors if installed inappropriately, this standard is intended to retain the harmonious look and feel of the neighborhood.
Permanent Architectural & Trim Lighting
The installation of permanent architectural and trim lighting, such as color-changing LED strip systems (including but not limited to systems such as Govee, JellyFish, Celebright or other brands) is subject to the following regulations:
ARC Approval: Homeowners must submit a formal application to the Architectural Review Committee (ARC) prior to installation. Applications must include the product specifications and the intended placement of the tracks/wiring.
Default White State: Except during the Winter Holiday Season (defined below) or on federally recognized holidays, these lights must be set to a static, soft-white color to bright white (approximately 2000K–4100K).
Prohibited Effects: "Chasing," "strobe," or "scrolling" motion effects are prohibited except for a holiday lighting display as listed in subsequent sections of this standard. Neighbors should be conscientious to prevent light nuisance and ensure the reasonable enjoyment of neighboring properties [2].
Light Nuisance: All lighting must be installed and shielded so as not to cause excessive glare or light trespass into neighboring properties or windows - hindering the reasonable enjoyment of other homeowners.
Appearance: Wiring color needs to match house trim where it’s installed. Bulbs, wiring, and electrical outlet connections need to be recessed or flush when surface mounted and hidden behind the facia of the home, not visible from the street.
Holiday lighting displays
Installation/Activation: Seasonal colors and temporary displays may be activated per the Westside standard for religious displays [1].
Removal/Deactivation: Temporary decorations must be physically removed, and permanent architectural lights must return to the "Default White" state per the schedule set in per the Westside standard for religious displays [1].
Note that the City of Cedar Park has holiday lighting requirements that may supercede this standard [3].
Other US non-religious Holidays
For US Independence Day and Halloween, colored lighting or temporary displays are permitted for a period of 7 days prior to the holiday and must be removed or returned to white within 7 days after the holiday.
Nuisance and Compliance
General Rule: No lighting shall be installed or operated in a manner that, in the sole discretion of the Board or ARC, constitutes a nuisance or unreasonably interferes with the quiet enjoyment of neighboring residents [2].
