2019 Annual Members Meeting — Westside at Buttercup Creek Homeowner’s Association —Tuesday, November 12

I would like to start by thanking the Members who sent in proxies or attended the meeting. We were able to establish a quorum for the meeting. This achievement saves the Association time and money. Thank you for helping!

President’s Report

A year ago, the board announced we were going to focus on beautification and improving the common areas in the HOA boundaries. The process has been tedious and at times, slow, but we have made great strides.

 Let’s start with the most evident improvements, the playgrounds. The Lakeline playground was replaced entirely with a new play structure and even a new shade! We feel the families that use the equipment will appreciate that during the Texas summers. The Kay Redden playground equipment was in better shape and only required a few updates, like a new slide. We also repaired the swings so they can safely be enjoyed. You will be excited to know we are also installing a shade there to match the ones at the pool. More shade! The fall area at Lakeline was updated to meet safety requirements, and ADA standards and Kay Redden will follow suit after the installation of the new shade. Minor improvements will be made to the park at Colton Way.

 The pools were in good shape with the work we did last year, but we did experience a couple of leaks early in the season. Post repair, the rest of the season was uneventful. The HOA purchased new furniture. This allowed us to remove the broken items and increase the seating capacity at both pools. This investment will serve us well for several years. Overall, we are very pleased with the pool vendor. The communication was good. We developed a system of reporting in the event of any incidents so we could alert the neighborhood. We were fortunate to have an uneventful pool season. For the first year, we decided to extend the pool season by two weeks. Based on the usage, it was a welcomed change for many of our neighbors.

 One of our more significant accomplishments of 2019 was getting a signed license agreement with the City of Cedar Park. This agreement not only set boundaries for shared mowing responsibilities, and it also enabled us to divide the irrigation system. The agreement was signed in April, and work began shortly after that. The enormity of the project meant it took a great deal of time to finish. We did receive word recently that all of the repairs are complete, and we are scheduling the walk-thru with the City. Unfortunately, the lack of water over the summer caused some damage to the landscape. We are discussing options for new landscaping or xeriscaping.

 We have been working with the commercial owners along Lakeline Blvd to get them to bring their properties back up to HOA standards. Some have been more amenable than others. The most successful change to date was Walgreens. We are still working with the owners at 7-11 and the monument at Lakeline and Buttercup.

 The most controversial decision the board made in 2019 was the closure of the storage lot. While there were a lot of discussions online about this decision, the debate at the meetings was focused on the good of the whole community. We recognize there were about 40 homeowners in the neighborhood that were directly impacted by the closure. The decision led to more time in meetings where we can focus on issues that affect a higher number of members. Additionally, we are no longer losing money as an association for a product that benefits more MUD residents than HOA members.

 The social events took a new turn this year. We still have opportunities for neighborhood volunteers, but with the partnership of HelloNabr there is more organization. There are some fantastic options for next year’s events. For those interested, Santa in the Park will Be December 14. We are looking into some more adult centered activities.

Elections

Congratulations to our newest board member, Jodi Beaubien. We look forward to getting to know her and discover the attributes that will best serve the Association. Of course, the addition comes with the opportunity to thank Walt Conlin for his many years of service to the community. Walt served several terms on the board as an invaluable member of the team. He always offered his heartfelt, sincere opinions and voted his conscience, consistently voting as he believed was in the best interest of the community. Walt, on behalf of the HOA, thank you!

2019 Community Survey Results

Thank you to everyone who participated in the survey. We had a 27% response rate!

Here are some of the highlight:

  • The average length of residency is 9 years, but most of our neighbors have lived in WBC for 4-6 years.

  • On average, you know the same number or neighbors regardless of how long you have lived in the community - about 60%.

  • The pools and the playgrounds are used regularly by about 30% of the residents.

  • The top reasons we love the neighborhood are:

    • Neighbors our neighbors

    • Nature trails and green spaces

    • Proximity to schools and shops

    • Serenity

  • Neighbors who have young children love the community events.

    • Neighbor who don’t want more events targeted at adults (we hear you and are working on making this happen!)

  • Most of the volunteers are individuals who have been in the neighborhood under 7 years.

  • Top things you wanted to tell the board:

    • Thank you (that was very heart-warming)

    • Enforce the rules (CCRs) more stringently

    • Offer more networking and social events for adults

    • You want to hear more from the board (you said communication via email was the preferred method but we will add more links on the website too)

    • You want better landscaping in common areas

  • Several of the comments were about things the city is responsible for, not the HOA. We had a meeting with city officials and hand delivered these concerns.

    • Parking on the street (we aren’t gated so we can’t enforce that)

    • Sidewalks and lighting

    • Traffic in the residential areas and on Lakeline

    • Clean-up on the trails and in parks
